Register your GmbH as an economic operator in the EU Digital Product Passport (DPP) Registry

A step-by-step walkthrough that separates what you prepare in Germany from what you execute on the EU platform — so nothing is attempted out of order.

Last updated: · Checked against the European Commission’s DPP Registry User Guide for Economic Operators (v1.03, 16 September 2026).

Who this coach is for

Under the Ecodesign for Sustainable Products Regulation (ESPR, Regulation (EU) 2024/1781), only verified economic operators may register and manage Digital Product Passports. This coach is for companies that need that registry account; this first edition is written for a GmbH registered in a German Handelsregister.

The Commission’s user guide

The European Commission’s “DPP Registry User Guide for Economic Operators” (v1.03, 16 September 2026) shows every screen of enrolment and verification. This coach follows its order and adds the German preparation around it.

Why national preparation comes first

The EU-level enrolment itself takes less than an hour — if every input it asks for already exists. Each input is created outside the platform, in Germany, and some take weeks to obtain. Preparing them first is what makes the execution phase succeed on the first attempt.

Track A

Preparation · national level

Done with German providers and authorities, in your own time. Each result is a prerequisite for the EU platform.

  1. 1Set up a valid, working EU Login
  2. 2Build a working qualified electronic seal infrastructure
  3. 3Gather all company information for the forms
Track B

Execution · EU level

Done on the EU DPP Registry, in one sitting, in the order the Commission’s user guide sets out.

  1. 1Log in to the DPP Registry with your EU Login
  2. 2Create the organisation application
  3. 3Request and download the EC-sealed declaration
  4. 4Countersign the declaration with the qualified seal
  5. 5Upload, submit and check the verification status

Questions and answers

Who must register as an economic operator in the EU DPP Registry?

Every economic operator that wants to register Digital Product Passports. Under Regulation (EU) 2024/1781 (ESPR), only verified economic operators may register and manage DPPs — manufacturers, importers, authorised representatives, distributors, dealers and fulfilment service providers.

What is the National Trade Register (NTR) identifier of a German GmbH?

It is the coded register identifier NTRDE-<court code>.HRB<number>, for example NTRDE-R2713.HRB14562 for HRB 14562 at Amtsgericht Münster. It must exactly match the organisation identifier in your qualified seal certificate — the builder assembles it.

Can I use a personal qualified signature instead of a company seal?

Not for a GmbH. A legal person countersigns the Commission’s declaration with a qualified electronic seal (QSeal) issued to the company. A qualified electronic signature (QES) is only for natural persons, such as sole traders registering in their own name.

Can the seal be a certificate file on my computer?

No. The seal must be created on a qualified device — a smart card or USB token from your trust service provider — or by a qualified remote sealing service. A .p12 or .pfx software certificate only produces an advanced seal, and the verification fails.

Which signature format does the registry accept?

PAdES Baseline B, T, LT or LTA, embedded in the PDF. In Adobe Acrobat, set the default signing format to “CAdES-Equivalent”, which produces a PAdES-compliant seal, and check the result in the Commission’s free DSS Validation WebApp.

How long does the registration take?

The steps on the EU platform take under an hour once everything is ready. The national preparation takes longer: ordering the qualified seal, identification, card production and delivery can take several weeks, so start with the seal.

What happens after a successful verification?

The Activity Dashboard shows SUCCESS and you become the Administrator of your organisation in the registry. The success report shows when your seal expires: the verified status lasts until then, and at most three years, before you must verify again.

Does the registration cost anything?

The Commission does not expect a fee for using the registry, and its DSS validation tools are free. You pay your qualified trust service provider for the seal certificate and, for a card-based seal, a card reader.

Not a German GmbH? Here is what differs

The registry, the Commission’s declaration and the seal rules are the same for every economic operator — only some inputs differ. Details for every case are in the Commission’s DPP Registry User Guide for Economic Operators.

Other legal forms in Germany

UG, AG, GmbH & Co. KG, OHG: the procedure is the same. Corporations such as UG and AG are in register department HRB, partnerships such as KG and OHG in HRA — the NTR builder covers both.

Companies from other EU countries

Same steps, same seal and PAdES rules. Only the identifier differs: the national trade register identifier (NTR, preferred), or the LEI, VAT number or eID — whichever exactly matches the organisation identifier in your seal certificate. Your trust service provider can tell you which.

Sole traders (natural persons)

Choose “Natural Person” in the application and sign with a qualified electronic signature (QES) instead of a seal. The preferred identifier is your national tax identification number (TIN); it must match the serial number in your certificate.

Companies outside the EU

The user guide describes no separate procedure for non-EU operators; the same verification with a qualified seal applies. Ask the registry helpdesk (EC-HELPDESK-DPP@ec.europa.eu) and agree with your EU importer or authorised representative which of you registers.

Consultants and service providers

You can prepare almost everything for a client. Three things stay with the client company:

  • The EU Login used for the application should be the client’s own, on a company mailbox: whoever completes the verification becomes the organisation’s Administrator in the registry.
  • The legal representative named in the application — a person entitled to seal for the company — countersigns the declaration with the client’s qualified seal.
  • The client’s seal certificate defines the identity: legal name, country and identifier in the form must match it. You can collect the register data, build the NTR identifier and check the sealed PDF in the DSS Validation WebApp.
